Rate to convert 1 ``base`` into ``quote`` on a given date.

``rate_date`` in the response is the date of the rate actually used, which
may be earlier than ``requested_date``: the ECB does not publish on
weekends or TARGET holidays, so a Sunday resolves to Friday.

- `on` string, nullable: ISO date; defaults to today (UTC).
