# Submit prescriptions + supporting documents for FORNAS validation

`POST /api/v1/drugs/restriction`

Async fire-and-forget submit, mirroring the Temporal drugs contract. Metadata carries the full clinical payload (patient_profile with a main diagnosis, rich current_prescriptions, optional history/supporting documents) plus one file_documents entry per uploaded file (document_type + date, paired by filename -- unpaired entries are rejected). Files are stored to the configured storage backend with per-file sha256. Creates the encounter row (status=processing) and returns 202 with the DB-backed encounter_id. Workflow hand-off is best-effort and gated.
