Download the stored claim-period Xero P&L as an XLSX workbook.

Admin-only. XLSX opens natively in Excel and can be imported directly into
Google Sheets. The auth dependency pair intentionally matches
``get_profit_loss_report`` and ``export_items_csv``: the real session owner
must be an admin, and the active identity must be able to access the claim.
