# Create Comment

`POST /claims/{claim_id}/comments`

## Request

Create a review comment on a claim.

Handles three cases:
- Root comment (no parent_id): Admin only, claim must be in "tracking" or "review" status.
- Reply (has parent_id): Anyone with claim access, thread must be open.
- Confirm action (is_confirmation=True): Non-admin only, root must be confirm-type.

Tracking-only collaborators pass the gate but may only reply or confirm
on threads about non-financial questions — the ones ``list_comments``
shows them (``_assert_thread_open_to_tracking_only``).
