# List Comments

`GET /claims/{claim_id}/comments`

## Request

List all comment threads for a claim with nested replies and summary.

Returns root comments (parent_id IS NULL) with replies eagerly loaded,
a summary of total/open/resolved counts, and a by_section map of
needs_response/awaiting_review counts for the frontend SectionNav badges.

Comments on unrenderable group-parent answers are excluded — see
``_unrenderable_answer_ids_stmt`` / CLA-129.

Tracking-only collaborators see only the threads on questions Review
shows them: threads anchored to ``_is_financial_question`` answers are
withheld (``_financial_answer_ids_stmt``), since they discuss the figures
the role never sees. They may reply on the rest — ``create_comment``.
