Per-employee apportionment summary for the claim.

Built from persisted state — does NOT trigger a compute. Each row reports
whichever methodology produced its current rd_percentage; rows where the
most recent compute marked the employee out-of-scope appear with
requires_manual_handling=True and rd_percentage=None.
