# Activate Apportionment Methodology

Switch the claim to use methodology-derived rates for cost calculation.

Admin-only. After this, cost calc reads `proposed_rd_percentage` (the
workflow's output) for any rate that has one, falling back to manual
`rd_percentage` for out-of-scope employees and any rate the workflow
hasn't computed.
