Redirect LLM agents to the browser-rendered acceptance landing page.

Per the phase-3.4.5 plan: the human-facing acceptance page lives in
the Next.js web app at `civilquants.com/mcp/accept`. The API-side
`/api/v1/mcp/accept` is a 302 sending the agent's user (the human at the
keyboard) to the consent page. The target URL is configurable via
`MCP_ACCEPT_PAGE_URL` so preview deploys can point elsewhere.
