`POST /api/billing/welcome/send`

Fire Day 0 + scheduled Day 3 onboarding emails for the
authenticated user's most recent Subscription.

Idempotent: a second call returns `already_sent` without invoking
Resend. Gated by `WELCOME_EMAILS_ENABLED` (pick #5 Dave-approval
gate). Resend SDK errors collapse to 502 with the Subscription row
untouched, so the next /welcome poll-and-call retries.
