Retrieve §14a Steuerungsmaßnahmen (control measures) data from VNBdigital.

Returns active and planned grid control measures for controllable devices (wallboxes,
heat pumps, storage systems) in a given postcode area or for a specific VNB.

**Use Cases:**
- Check §14a implementation status for a service area
- Identify grid fee reduction eligibility for customers
- Determine §14a rollout progress for a VNB

  - `searchType` 'postcode' | 'vnb', required: Search by postcode area or by VNB identifier
  - `postcode` string: Postcode (required when searchType is "postcode")
  - `vnbId` string: VNB identifier from vnbdigital_search (required when searchType is "vnb")
  - `range` string[]: Optional area range filter (postcode prefixes or region codes)
  - `token` string: Optional Cernion MCP token for this request. Overrides CERNION_TOKEN when provided.
