Returns a deterministic read-only status/evidence view for recurring leadership topics. The endpoint surfaces delta summary, owner/deadline, evidence status, blocked decisions, escalation state, next lever, linked entities, source signals, positive follow-ups and degraded-source errors. It does not create HITL/NOVA/VDMI tasks, approvals, escalations, MS365 syncs, external calls, billing/settlement/tariff/MaKo actions, or Personal-Agent shortcuts.
