Returns a deterministic, Budibase-renderable municipal electricity-economy Lagebild for a given German municipality (identified by municipality name or AGS). Includes scalar valueRows (generation/value by technology), riskRows (EWK/digitalization, iMSys/SMGW rollout readiness, capacity constraints), budgetImpactRows (Konzessionsabgabe layers as scenario assumptions), assumptionRows, and sourceRows. Missing data is surfaced in missingEvidence and sourceRows, not as errors. The endpoint is generic for German municipalities; Mauer serves as the first demonstrable fixture/regression case. It does not perform billing, settlement, tariff calculation, concession-fee settlement, device control, MaKo dispatch, tenant provisioning, reset, Budibase table writes, or unrestricted data exports.
