Aggregation of installations ≥100 kW (InBetrieb) for a grid operator. Returns count + total capacity in MW + breakdown by type (solar, wind, etc.). Used by the Dashboard API `vnbOverview` Phase 2 to populate the `redispatchEligible` KPI card (v0.20.2). No NAP enrichment — faster than `assets.list` with `redispatch=true`.
