Scenarios folder move

## Request body

- MoveFolderRequest
  - `path` string, required: Current folder path to move. Example: "Sales.Inbound"
  - `project_id` integer, required: Project ID the folder belongs to
  - `new_parent_path` string, nullable: Root folder to move under. Empty or null to move to root. Folders nest at most one level deep.

## Response `200`

- ScenarioFolder
  - `name` string, required
  - `path` string: Human-readable path with case preservation
  - `is_deletable` boolean: Whether this folder can be deleted
  - `is_renamable` boolean: Whether this folder can be renamed or moved
  - `is_regression_suite` boolean: Whether this is the project's regression suite folder
  - `created_at` string, date-time
  - `updated_at` string, date-time
