## Request

Per-alert review data — config snapshot, timeline, paginated fires.

Powers the per-alert review page. Single-alert version of the bulk
`review` action. Timeline is computed with a DB-side GROUP BY so the
endpoint stays fast for noisy alerts (thousands of fires in 7d).

Query params:
    hours: optional, defaults to 24. Capped at 7 days.
    page: optional, defaults to 1.
    page_size: optional, defaults to 50, capped at 200.

  - `last_updated_by_email` string, nullable
