`POST /projects/{projectId}/quality-monitors/estimate`

## Request

POST /api/v1/projects/{projectId}/quality-monitors/estimate on the Caveman Cloud control plane. Requires the trace:read_metadata scope. Exposed to autonomous agents as the estimate action of the caveman_monitors tool (read access). Quality monitors, their verdicts, the actions their rules fired, and an estimate of a monitor draft's volume and judge cost from recorded traffic.
