DELETE /api/v1/projects/{projectId}/quality-monitors/{monitorId} on the Caveman Cloud control plane. Requires the eval:write scope. Not exposed to autonomous agents: Deleting a monitor removes its action log and unit decisions for good; a person decides that. An agent pauses or archives one with set_status.
