`POST /projects/{projectId}/policies/{policyId}/publish`

POST /api/v1/projects/{projectId}/policies/{policyId}/publish on the Caveman Cloud control plane. Requires the policy:publish_s2_s3 scope. Not exposed to autonomous agents: Publishes or rolls back live traffic policy at S2/S3. Agents draft and experiment; a human promotes.

  - `confirm_deactivations` string[]: Entries from a prior 409 details.deactivations, copied verbatim. Confirmation is per entry: acknowledging one never waives another.

## Response `2XX`

Successful response. Exact status depends on synchronous or durable delivery outcome.

## Other responses

- `409`: cave_policy_deactivates — the draft would end an optimizer's approved-canary activation, and the caller did not confirm it. A listed always-on cache hint keeps running and keeps its verified savings; only the activation ends.
- `4XX`: Structured failure. `error.code` is stable; `error.request_id` is echoed in the x-cave-request-id header.
- `5XX`: Structured failure. `error.code` is stable; `error.request_id` is echoed in the x-cave-request-id header.
