POST /api/v1/projects/{projectId}/eval-workbenches/{workbenchId}/runs/{runId}/annotations on the Caveman Cloud control plane. Requires the eval:write scope. Not exposed to autonomous agents: Creates human review labels and comments. Agents can read review state but cannot impersonate a human reviewer.

Successful response. Exact status depends on synchronous or durable delivery outcome.
