POST /api/v1/projects/{projectId}/eval-datasets/{datasetId}/generate on the Caveman Cloud control plane. Requires the experiment:run scope. Not exposed to autonomous agents: Spends on the project's own model keys the moment it is asked for, up to budget_usd. An agent files it as an eval proposal (kind dataset, action generate) for a person to accept, and reads the rows it proposes.
