`POST /projects/{projectId}/ci/runs`

## Request

POST /api/v1/projects/{projectId}/ci/runs on the Caveman Cloud control plane. Requires the experiment:run scope. Not exposed to autonomous agents: Mints a spend-capped gateway key returned once to the caller. An agent must never mint credentials (the boundary POST /keys keeps).
