    - `administrative_boundary_id` string: Administrative boundary ID
    - `polygonal_boundary` GeofencePolygonalBoundaryDto
      - `vertices` string[], required: Array of coordinates defining the polygonal boundary
    - `route_boundary` GeofenceRouteBoundaryDto
      - `route_points` string[], required: Array of coordinates defining the route points
      - `buffer_meters` number, required: Buffer radius in meters around the route
