Extract citations from a document and validate each one.

For each citation, resolves against the corpus and runs fabrication
detection heuristics. Returns structured results with:
- resolution status (resolved / not_found)
- fabrication_score (0-1)
- fabrication_reasons
- typo_suggestions (for not_found citations)
