Service health and corpus statistics.

Stale-while-revalidate: whenever a cached value exists it is served
immediately — even once expired — and a refresh is kicked off in the
background, so a request never blocks on the (slow) aggregation. Only the
very first hit before the startup warm completes pays the query cost inline.
