Authorities that this one cites, most senior court first.

``kind`` splits case law from legislation so each can be paged on its own;
without it an offset would run through a mixed list and the two halves could
not be walked independently.

## Path parameters

- `authority_id` string, required

## Query parameters

- `court` string[], nullable: Filter cited authorities by court; repeat for several
- `kind` 'case_law' | 'statute', nullable: 'case_law', or 'statute' for everything that is not case law
- `limit` integer
- `offset` integer: Skip this many, for paging
