`GET /authorities/{authority_id}/citation-facets`

Courts represented in a citation list, for filtering a long one.

Its own route rather than part of ``/viewer`` because grouping by court is
the expensive query: ~0.4s on a 1,579-citer authority and ~1.9s on the worst
case in the corpus, against ~0.2s for the plain count. The case reader loads
it only when someone opens a section that runs past one page.
