Coverage matrix from the cached snapshot.

Live computation is 20s+ on prod, so we serve from `monitoring.snapshots`.
Hit `POST /admin/monitor/snapshots/refresh` (or pass `name=coverage`) to
recompute. If the snapshot has never been refreshed, returns 503 with a
pointer to the refresh endpoint.
