Geocode an address. Without magic_key: SEQ-biased, up to 8 candidates (the
Chrome Extension's path). With magic_key: the one suggested address, exact.
No auth required — proxies the free ArcGIS geocoder.

## Query parameters

- `address` string, required: Address to geocode
- `magic_key` string, nullable: From /geocode/suggest: resolves that one suggestion exactly, no bias
