Tiered, cited requirements checklist for an address × dev-type.

Every line carries its tier (mandatory/likely/recommended), citation
(scheme/QDC section OR empirical cohort %) and provenance
(rule/empirical/both). Powers the planner Requirements tab and the
fee-proposal-scope export.

## Query parameters

- `address` string, required: Site address (exact or prefix)
- `dev_type` string, required: One of: subdivision, duplex, townhouse, mcu, kdr_single
- `lga` string, nullable: Optional LGA filter for the address lookup
