`GET /api/v1/planner/officers`

List assessment officers with approval rates, median days, and strictness rating.

Premium feature: requires premium or enterprise plan.

## Query parameters

- `lga` string, nullable: Filter by LGA
- `zone_code` string, nullable: Filter by zone code
- `min_das` integer: Minimum DAs assessed to include
