`GET /api/v1/intelligence/map-data`

## Request

GeoJSON data for the interactive Intelligence Map.

Layers:
- das: DA application points within bounds (color-coded by decision)
- heatmap: Development hotspot data from mv_development_hotspots

## Query parameters

- `lga` string: Filter by LGA
- `bounds` string: Bounding box: south,west,north,east
- `layers` string: Comma-separated layers: das, heatmap, overlays
- `overlay_types` string: Comma-separated overlay types to show: flood, bushfire, heritage, vegetation, landslide, coastal, environmental
- `decision_types` string: Comma-separated decision types: approved, refused, pending, withdrawn
- `require_overlays` string: Only return DAs on properties with these overlays (comma-separated)
- `limit` integer
