Browse statistically-discovered planning insights.
These come from 9 nightly discovery algorithms that find unusual patterns
in DA approval rates, overlay combinations, officer decisions, etc.

## Query parameters

- `lga` string: Filter by LGA
- `zone_code` string: Filter by zone code
- `category` string: Filter by category: opportunity | risk
- `importance` string: Filter by importance: high | medium | low
- `insight_type` string: Filter by insight_type
- `limit` integer
- `offset` integer
