`GET /api/v1/intelligence/conditions/search`

Full-text search on ci_da_conditions.condition_text using PostgreSQL
tsvector/tsquery. Results ordered by relevance.

## Query parameters

- `keyword` string, required: Search keyword (required)
- `lga` string: Filter by LGA
- `zone_code` string: Filter by zone code
- `category` string: Filter by condition category
- `limit` integer: Max results
