Generate a deal sheet by free-text address.

Resolves the address against `ci_properties` (exact + prefix match).
Returns 404 if no property is found in the SEQ corpus — the website
can show "we don't have data for this address yet" and offer to
notify when coverage expands.

- `radius_km` number
- `lookback_years` integer
