`POST /api/v1/da/projects/{project_id}/mark-lodged`

## Request

One-click founder action: record the DA as lodged with council.

Advances the project to the ``lodged`` stage and notifies the customer.
Does NOT submit to a council portal — that is the human/transaction step.

  - `reference` string, nullable: Council lodgement / application reference, if issued.
