`GET /api/v1/da-project/ops/projects/{project_id}/quotes`

## Request

Founder: list every consultant quote card on a project (Wave 6A).

Founder-only. Returns drafts AND surfaced cards (the founder sees all);
the customer surface only ever receives surfaced cards. Declared before
/{project_id} so FastAPI matches the literal path before the UUID route.
