Founder: (re-)run the automated DA document pipeline for a project.

One-click trigger for the console — generates/refreshes the planning report,
DA form, owner's consent and cover letter as hidden drafts (WS1 runner →
WS11 ops events). Idempotent per step; pass nothing to run, drafts stay
hidden until /approve-bundle. Founder-only; declared before /{project_id}.
