WS6C — the two-way document-requirements view for a project.

Authenticated + ownership-checked (owner org or founder). Founders get the
full flat management list (every requirement, every provider, every status);
customers get the two-part view: ``from_casa`` (surfaced Casa documents, each
with a signed download URL) + ``needed_from_you`` (outstanding client
requirements, each carrying its dependency note). The customer view never
leaks internal/unsurfaced rows.
