`POST /api/v1/da-project/{project_id}/handoff`

Create a manual founder handoff for any not-yet-automated step.

Founder-only — this writes founder worklist tasks across any project, so it
must never be callable by an ordinary applicant.

  - `description` string, nullable
  - `priority` string
  - `customer_activity` string, nullable: What the customer sees on their timeline while we do this manually.
