## Request

Deep-mined comparable-approval corpus.

For each top-N comparable approval, returns the full evidence pack:
- assessment_reasoning: PO/AO verdicts, departures accepted, citations
- application_proposal: lot/dwelling/GFA/height/parking dimensions
- specialist_fingerprints: stormwater, traffic, ecological, bushfire,
  flood, noise — whichever extracted_data keys exist on the DA's docs
- submission_themes: aggregated public objection patterns
- referral_responses: state-agency concurrence + conditions

Used by Casa Daily artefact-actions.ts when drafting SoEEs / pre-DA
letters / RFI responses to cite real precedent at draft time.

Performance note: this is a JOIN-heavy query that pulls
extracted_data jsonb. We cap N at 20 and limit per-DA doc fetches via
DISTINCT ON to keep it under 500ms warm.
