## Request

Adjacent-property amalgamation finder for builder-developers.

Returns up to `limit` candidates ranked by amalgamation_score DESC.
Empty list is a VALID answer — many subject parcels have no
same-zone neighbours that combine into a yield-changing site.

## Query parameters

- `property_id` string, required: ci_properties.id (UUID) — the subject parcel.
- `radius_m` number: PostGIS ST_DWithin buffer in metres. 1m captures touching parcels even when cadastral geometries don't perfectly snap. Up to 25m for slightly-separated lots (across a laneway, etc.).
- `min_combined_area` number: Drop candidates whose combined area with the subject is below this floor. 900m² is the SEQ dual-occ unlock; raise to 1500 for townhouse-only ambition.
- `limit` integer
