Fetch a user by ID

This endpoint requires the permission "biome.user.read".

## Path parameters

- `user_id` string, required

- `SplinterProtocolVersion` integer

User information

  - `username` string — Username used for login
  - `user_id` string — Internal unique identifier for the user

## Other responses

- `400` — Request was malformed
- `401` — The client is unauthorized
- `404` — Resource not found
- `500` — Internal server error occurred
