Retrieve combined budget and bookings information for a participant. For pace plans, bookings are excluded as per business rules.

  - `plan_information` object, required: Plan information including dates and usage
  - `bookings` object[], required: Service bookings data (empty for pace plans)
  - `total_bookings` integer, required: Total number of bookings
  - `is_pace_plan` boolean, required: Whether this is a pace plan
  - `message` string, nullable: Additional information about the response
