Create a new email identity in AWS SES using the specified or default configuration set.

Args:
    request_data: Contains the email address to create an identity for and
                 optionally the configuration set name (defaults to 'CS_Primary')

Returns:
    Dict containing the SES API response or error details

- CreateEmailIdentityRequest: Request model for creating a new SES email identity.
  - `email_address` string, email, required: Email address to create identity for
  - `configuration_set_name` string, nullable: Name of the configuration set to use
