`GET /v1/status`

Public health check: database reachability and per-dataset freshness.

No API key needed. Each worker runs at most one refresh at a time: a snapshot is
reused for STATUS_TTL_SECONDS (STATUS_FAILURE_TTL_SECONDS after a failure), and
while a refresh runs, callers get the previous snapshot if there is a recent one.
