`POST /v1/livekit/webhook`

## Request

LiveKit server webhook receiver (PUBLIC — verified by LiveKit JWT).

Handles ``room_finished`` events for ``bridge_*`` rooms to bill the
outbound minutes that no voice-agent reported. Always returns 200 (even on
internal error) so LiveKit does not retry; unverified signatures get 401.
