Flags the report for follow-up.

## Request body

  - `leadId` string, required
  - `note` string: ≤2000 characters.

## Response `200`

Flagged.

## Other responses

- `400`: `leadId` required.
- `404`: No such report.
- `429`: Rate limited per IP.
- `500`: Unexpected server error. The body is always JSON.
