`POST /api/v1/internal/media-s3/get`

One object's bytes, base64'd. Absence is an error, never an empty body.

The dock treats a missing manifest as a failure it can log and defer on. Returning
empty bytes would let it hash nothing and compare that to the pinned digest, which is
a verification that cannot succeed but also cannot explain itself.
