Notification d'Alma : un paiement a changé d'état (`?pid=payment_…`).

Publique par nature — c'est Alma qui appelle. Elle ne croit rien sur
parole : l'état est RELU chez Alma avec notre clé avant d'écrire quoi que
ce soit (`confirmer_alma` → `confirm_pledg_paid`). Un appel forgé ne peut
donc marquer payé qu'un paiement qu'Alma dit payé.
