Stream a TikTok CDN media URL through our own domain.

Browsers can't reliably load tiktokcdn URLs directly (short-lived, referer-locked,
region-blocked — TikTok is banned in India), so the <video>/<img> src points here
and the backend relays the bytes. Public on purpose: media elements can't send the
JWT auth header. SSRF-safe because the view only allows TikTok CDN hosts.
